The Opportunity
The Associate Director, Applications and Assessment, provides support for individual, agency, examination and restricted insurance agency program units. Reporting to the Director, Licensing, this role ensures alignment with organizational objectives, standards, and regulatory best practices. The Associate Director translates strategy into execution, provides operational oversight across program units, and fosters a collaborative, high-performance culture within teams and the organization.
Duties and Responsibilities
Leadership & People ManagementĀ
- Oversee and coordinate theĀ activities ofĀ individual, agency,Ā examinationĀ and restricted insurance agencyĀ program units,Ā ensuring alignment with organizationalĀ objectivesĀ and regulatory standards.Ā
- Exercises delegated authority to make program unitsā decisions on non-standard and complex cases, including matters escalated by managers, within established policy and decision frameworks.Ā
- Provide leadership, mentorship, and support toĀ program units,Ā including hiring, performance management, and professional development.Ā
Strategic & Operational IntegrationĀ
- Contribute to strategic planning, delivery, and leadership across theĀ program units.Ā
- Act as the link between strategic planning and operational execution, ensuringĀ theĀ program unitsāĀ goals are translated into actionable plans.Ā
- Effectively manageĀ change;Ā implementingĀ individual, agency, examination and restricted insurance agencyĀ program unitsāĀ strategy and operational policies according to the departmental plan.Ā
- Sets programĀ unitāsĀ operational priorities, service standards, and escalation pathways; resolves issues that impact timeliness, quality, risk, and stakeholder experience.Ā
Performance & Financial ManagementĀ
- Deliver and perform within resources againstĀ setĀ deadlines,Ā frameworksĀ and quality standards.Ā
- Support the development and management of theĀ program unitsāĀ budgets, including expense, revenueĀ controlĀ and variance forecasting.Ā
- MonitorĀ individual, agency, examination and restricted insurance agencyĀ program unitsāĀ performance, analyze trends, report on key performance indicators, and implement corrective actions where necessary.Ā
- Ensure quality and timeliness of service delivery acrossĀ the programĀ units.Ā
Systems & Process ImprovementĀ
- ContributeĀ and supportĀ the review, design, and implementation of systems,Ā controls,Ā and business processesĀ for areas of responsibility,Ā ensuringĀ compliance with legislation,Ā policyĀ and governance requirements.Ā
- Lead cross-functional projects and improvement initiatives to enhance efficiency and service delivery.Ā
- Ensure training requirements areĀ met,Ā and thatĀ program unitsĀ deliver changeĀ activities that create regulatory excellence in the delivery of services to stakeholders.Ā
External Engagement & Regulatory AdviceĀ
- Develop andĀ maintainĀ effective working relationships with other departments to ensure a coordinated approach to regulation and early sight of future policy changes.Ā
- Support strong external engagement with applicable parties, including industry partners, legal representatives, regulatory bodies, and other key stakeholders.Ā
- ProvideĀ seniorālevel adviceĀ to theĀ Director, Licensing,Ā seniorĀ leadership, staffĀ and to other stakeholders as directed by the Director, Licensing.Ā
- RepresentsĀ the department in internal and external forums or meetings as delegated by the Director, Licensing, and ensures consistent messaging and defensible regulatory positions.Ā
- Provide advice, guidance, and support on non-standard and complex licensing cases to external stakeholders, colleagues, and Council members,Ā often leading on high-impact cases within delegated authority, including preparation andĀ discussion of relevant licensingĀ matters at the Licensing Committee.Ā
- EnsureĀ enquiries and issues are resolved to exacting standards and deadlines, fostering a āright first timeā culture.Ā
Market & Regulatory Intelligence LeadĀ
- Monitor industry trends,Ā emergingĀ marketsĀ and regulatory implicationsĀ toĀ informĀ program unitsāĀ strategyĀ and vision.Ā
- ProvideĀ early insight into futureĀ regulatoryĀ policy changes and their impact onĀ program unitsā needs.Ā
- Review and implement activities thatĀ impactĀ jurisdictional alignment and harmonization strategiesĀ across national regulatory frameworks.Ā
Other DutiesĀ
- LeadĀ and/orĀ participateĀ in strategicĀ andĀ organizationalĀ projectsĀ and programsĀ as directed by the Director, Licensing.Ā
- Perform other duties as assigned by the Director, Licensing.Ā
Qualifications and Experience
- Minimum of 8 yearsā relevant experience in licensing, regulatory operations, compliance, or related fields within regulatory organizations, government, financial services, or comparable environments, including peopleāmanagement experience with oversight of multiple teams, programs, or operational units.Ā
- Experience in the insurance or financial services industry is an asset
- Experience in project and process management and strategic planningĀ
- University degree or equivalent education and/or experienceĀ
- Experience with CRM and/or licensing management systems or similar toolsĀ
- Experience working with licensing and/Ā regulatoryĀ frameworks.Ā
- Proficient in interpreting,Ā implementingĀ and developingĀ regulatory frameworksĀ in accordance withĀ theĀ legislation,Ā regulationsĀ and policiesĀ
- Build and mentor high-performing teams with accountability and engagement.Ā
- Streamline processes, drive efficiency, and apply data-driven decision-making.Ā
- Navigate organizational dynamics and regulatory environments effectively.Ā
- Manage disputes constructively and achieve balanced outcomes.Ā
- Lead through evolving priorities and implement change initiatives.Ā
- IdentifyĀ risks and ensure adherence to standards.Ā

Salary Range: $151,485- $217,759 with a midpoint of $189,356 per annum.
The P50 of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.Ā
