Product Manager (Technical) 

Skillsets:

General
a. Strong analytical, conceptualisation, and problem-solving skills, including ability to analyse user requirements and resolve complex technical issues with deep domain and architecture expertise.

Technical
a. Minimum 5 years of relevant experience in software/application development, gained through roles such as software development, application management, systems implementation, or technical leadership.
b. Minimum 3 years of hands-on software development experience using Java, Python, JavaScript, Node.js, or similar languages.
c. Experience delivering at least 1 AI-related project, with practical use of GenAI or similar technologies.
d. Expertise in mobile and web technologies, including React, Angular, Spring Boot, Django, or equivalent frameworks.
e. Strong understanding of software design principles, data structures, algorithms, and modern design patterns; able to evaluate solution options and architectural trade-offs.
f. Experience with cloud platforms and modern engineering practices (Agile, DevOps, CI/CD, automated testing, containers such as Docker/Kubernetes), including end-to-end delivery with post-release support ownership and risk mitigation.
g. Experience supporting databases (MSSQL, Oracle, Cosmos DB, PostgreSQL, etc.).
h. Solid understanding of cybersecurity principles and data privacy/compliance requirements in government contexts.
i. Demonstrated ability to design and build high-quality, scalable, and resilient solutions spanning multiple components/services.

Roles & Responsibilities:

a. Own the product delivery for assigned modules/capabilities, translating problem statements into implementable technical scopes, milestones, and release plans.
b. Partner product owners/managers and business users to refine requirements into user stories, technical requirements, and clear acceptance criteria, ensuring end-to-end traceability.
c. Own and maintain the backlog for assigned technical domains, including prioritisation, dependency management, and release sequencing with clear trade-offs.
d. Lead technical planning and execution with engineers and vendors to deliver robust, scalable, and secure solutions, owning delivery across moderately complex scopes.
e. Define release readiness/go-live criteria (functional, non-functional, security, and operational), ensuring approvals,
documentation/runbooks, and support arrangements are in place prior to deployment.
f. Own the technical run and operations posture for the platform, ensuring availability and resiliency, monitoring and observability, incident response, and compliance with government IT/security and data protection requirements.
g. Perform rapid prototyping to validate technical feasibility, de-risk solution options, and demonstrate effectiveness of digital solutions to stakeholders.
h. Identify technology innovations and engineering improvements to continuously enhance the product/platform and drive measurable business value.
i. Define success metrics (KPIs) and track outcomes (e.g., adoption, performance, reliability, supportability), and drive delivery towards measurable results.
j. Provide technical leadership to review vendor proposals/solutions in outsourced or co-sourced environments, ensuring architectural alignment, quality, security, and delivery readiness.
k. Define, govern, and enforce architecture and technical design standards through design/code reviews, reusable patterns, and decision records.
l. Guide triage and resolution of complex technical issues, stepping in hands-on (including coding) for critical cases, and drive post-incident reviews with preventive actions.
m. Review and ensure effective troubleshooting and performance optimisation of applications and drive proactive refactoring to reduce technical debt and improve maintainability.
n. Drive technical documentation and knowledge sharing; mentor engineers through design guidance, code reviews, and pairing, and advocate engineering best practices (version control, automated testing, quality standards).
o. Ensure effective DevOps practices are in place (CI/CD, monitoring/alerting, release automation) and review test automation approaches to improve delivery quality and speed.
