Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Responsible for the standardization, consolidation, and preparation of system documentation for the FLAGCIS (maritime deployable communication & information system modules).
  • Publishes, communicates, and implements a realizable information knowledge management (IKM) plan for operational system documentation for the FLAGCIS system to include timelines, deliverables, as well as responsibilities for drafting and approval.
  • Assists in the production, validation, and refinement of system- level and technical documentation, operating procedures, maintenance plans, technical schematics, checklists, as well as operator/technical manuals.
  • Supports the coordination of documentation of infrastructure and CIS connectivity requirements to upgrade facilities for FLAGCIS.
  • Monitor, records, and reports progress of IKM plan fulfillment, while recording observations and exceptions, proposing alternate production plans in case of unforeseen circumstances.
  • Provides advice to key stakeholders including, but not limited to: NCIA Service Level and Service Delivery Managers, Service owners, Commander CSU, Branch Heads, Principal Technicians, MARCOM HQ personnel, and AIRBUS technicians.
  • Provides support to FLAGCIS validation and integration Technician as required.

Essential Skills, Experience and Certifications

  • Higher vocational diploma with a focus in Information Technologies or related discipline.
  • Minimum 5 years of relevant hands-on experience in creation, planning and management of Information and Knowledge Management of Technology related artefacts.
  • Expert knowledge of MSOffice suite is required.

Desirable Skills, Experience and Certifications

  • Bachelor's or Master's degree in Computer Science, Information Technologies or related discipline.
  • Experience in creating Information Knowledge Management Plans.
  • Experience in drafting technical documentation, including but not limited to: system-level and technical documentation, operating procedures, maintenance plans, technical schematics, checklists, as well as operator/technical manuals.
  • Ability to write clear and concise technical documentation and user guides is required.
  • Effective oral and written communication skills in English are essential.
  • Customer focus: Focuses on customer needs and satisfaction; acts with customers in mind; high standards for quality and quantity; monitors and maintains quality and productivity; works in a systematic, methodical, and orderly way; consistently achieves project goals; gets first-hand customer information and uses it for improvements in products and services; establishes and maintains effective relationships with customers and gains their trust and respect.

This position requires 15%-30% Temporary Duty away from site.

This position requires personnel to be able to work on board naval vessels including use of ladders and exposure to confined spaces.

Personnel must have individual medical and personal liability cover Place of Work and Working Hours

The services under this contract shall be performed primarily on- site at the designated Agency location.

The mandatory working time shall be 38 hours per week, to be performed Monday to Friday between 09:00 and 17:00, in accordance with Agency practices.

A daily unpaid lunch break shall be taken in line with applicable local regulations and Agency practices.

Remote work may be authorised on an exceptional basis, subject to project requirements and prior approval by the Agency.

When remote work is authorised, the Contractor shall:

  • maintain reliable communication with the Agency,
  • remain available during the agreed working hours, and
  • ensure secure access to all required Agency systems, networks, and documentation platforms.

All access and connectivity shall comply with applicable Agency security regulations, information assurance policies, and data protection requirements.

Use of Agency Vehicles

Where required for official duties and subject to prior authorisation by the Agency, the Contractor may be permitted to operate Agency vehicles. Any such use shall be undertaken at the Contractor's sole responsibility and in compliance with applicable Agency rules and traffic regulations. The Contractor shall remain fully liable for any incidents, damages, or claims arising from the use of Agency vehicles, in accordance with the contract terms and the Contractor's insurance coverage.

Travel

  • Some travel to other NATO sites may be required

Security Clearance

  • Valid National or NATO Secret personal security clearance
