Overview

Manage all aspects of construction projects and maintenance activities on multiple complex multi-million dollar projects critical to SRS operations Responsible for a variety of less significant projects managed by less qualified project managers from conceptual design to completion with primary responsibility for safety, quality, schedule and cost.

Responsibilities

Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task Take the necessary steps to stop work if continuing the job is unsafe or will create an unsafe condition. Responsible for managing the physical construction of all assigned projects and assigned maintenance orders ensuring that each job is completed safely, within cost and schedule requirements. Obtain and assign exempt personnel to each job, or relies on the technical department manager (e.g., project controls, supervision, etc.) to identify personnel for assignments, optimize manpower, and provides leadership by setting and maintaining goals, priorities, standards of performance and the philosophies of construction management. Ensure that construction efficiency is optimized by providing construction input and involvement in projects throughout the conceptual design phases and design, construction turnover and the completion phases of each project. Assign and manage personnel to serve on project teams and directs review boards to develop construction strategies, design reviews, cost and schedule guidance and other input opportunities as the project progresses. Establish and control costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines. Manage professional and nonexempt employees to include career development, motivation, performance review, and salary administration. Initiate and frequently deliver concise and accurate oral and written presentations to internal and external customers regarding construction status, changes and new approaches, including complex technical, organizational and financial issues. Conduct highly complex analysis of problems involving construction activities. Develop new and innovative alternative action strategies enabling the early achievement of milestones. Perform risk analyses and provide decision authority for defining and approving corrective actions and establishing priorities. Qualifications

  • Must be a US Citizen
  • Q Clearance is required
  • Bachelor's degree in a technical discipline and 15 - 17 years of practical experience in construction. In-depth knowledge of construction, cost and scheduling, subcontract administration and the ability to develop or evaluate construction strategies and techniques.
  • An associate's degree and 17 - 19 years of practical experience would be considered equivalent. A high school diploma and 19 - 21 years of practical experience would be considered equivalent.
  • A highly comprehensive knowledge and understanding of project management and project planning the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.
  • Develop Construction Execution Strategies for capital projects
  • Develop Acquisition Strategies for Subcontracted Construction and or Design/Build contracts.
  • Develop/support development of Large Construction Contracts
  • Occasional oversight of large Construction Subcontract execution.
  • Develop/Maintain Subcontract functional policies, procedures, and guidelines.
  • Support development and standardization of subcontract documents.
  • Support Constructability reviews and Title II support to capital projects.
  • Experience with developing large construction contracts for line-item capital projects
  • Experience with oversight/management of subcontract/STR programs at Savannah River Site
  • Experience with development of STR policies/procedures at Savannah River Site
