Overview

LMI is seeking an Operational Energy Requirements Analyst to support the integration of energy considerations into large system acquisition programs across the DoW.  The position will be hybrid, with some work located at the client site in the Washington, DC area and some work located remotely.

Responsibilities

  • Provide program management and analyses support to assist in the development of strategy, policy, plans and guidance related to integration of energy as a consideration in DoW acquisitions.
  • Support oversight of the statutorily required energy Key Performance Parameter (KPP), review existing analyses associated with the energy KPP (e.g., Energy Supportability Analyses), review JCIDS documents (e.g., ICD, CDD) for alignment with operational needs and the requirements of the KPP, support certification of Energy KPP for joint interest programs, and support the assessment of Energy KPP waivers for USD(A&S) decision (per 10 USC 2911 Note).
  • Provide expertise in acquisition decision-making and operational energy risks/mitigations to improve capability over lifecycles of systems already in acquisition. Assess the operational risks in Department acquisition portfolios resulting from degraded energy supportability and insufficient Joint energy logistics capacity.
  • Support the development and implementation of policy incorporating Operational Energy into requirements and acquisition decision-making.
  • Support oversight and review on the application of energy considerations during the development and sustainment of system acquisition programs.
  • Assess how program documentation (e.g. acquisition strategy, operational energy analyses, lifecycle sustainment plans and risk and opportunity analysis) accounts for energy supportability in support of program decision points.

Qualifications

  • Seven – ten (7-10) years of experience with 1+ years experience in an OSD/OSW, CJCS or headquarters staff or support role
  • Knowledge of the JCIDS requirements-setting process and DoDI 5000.2
  • Prior experience as a technical subject matter expert, project lead, or analyst with direct experience on a major DoW system acquisition
  • Knowledge of / prior experience working with the Sustainment Key Systems Attribute (KSA) and Energy Key Performance Parameter (KPP), preferably in acquisition process for a large DoW system or platform
  • BS in operational research/analysis, military sciences, engineering, scientific, or other technical degree.
  • Experience in logistics; military operations and planning;
  • Strong written and verbal communication skills;
  • Knowledge of DoW organization and structure.
  • Clearance: SECRET

Target salary range: $98k - 140k
