Position Overview

 

Peraton is seeking a highly skilled Jira Engineer to support a federal government customer in designing, administering, and evolving enterprise Atlassian environments focused on IT Service Management (ITSM), Change Management, portfolio visibility, and operational workflow automation. The ideal candidate will possess deep expertise in Jira Service Management (JSM), Confluence, Assets/CMDB, ScriptRunner, and enterprise workflow engineering within highly regulated environments.

 

This role requires a combination of technical leadership, systems architecture, process engineering, stakeholder engagement, and hands-on platform administration to support mission-critical federal IT operations.

 

Key Responsibilities

 

  • Lead administration, optimization, and strategic evolution of the enterprise Jira Service Management (JSM) platform supporting ITSM and operational service delivery.
  • Design and implement phased Change Management workflows transitioning from manual approval processes to ITIL-aligned automated workflows integrated with ISSO review processes and CMDB dependencies.
  • Develop CMDB-driven workflows using Jira Service Management Assets, ensuring alignment with infrastructure asset data and enforcing asset association requirements within change requests.
  • Build and maintain Tier 3 escalation and operational support workflows integrating Help Desk operations with engineering and infrastructure teams through synchronized Jira projects and workflow automation.
  • Facilitate requirements gathering sessions, workshops, and whiteboarding exercises with technical and non-technical stakeholders to capture operational needs and translate them into scalable Jira and Confluence solutions.
  • Develop Confluence-based Jira solution design blueprints documenting workflows, request types, issue types, fields, screens, permissions, automations, and governance standards prior to implementation.
  • Standardize Jira project configuration methodologies to ensure consistency, repeatability, governance compliance, and scalable administration across enterprise teams.
  • Develop and expand Work Breakdown Structure (WBS) frameworks aligned with federal program management standards and automate issue creation using structured templates and workflow logic.
  • Design and maintain Advanced Roadmaps hierarchies to provide portfolio-level visibility, dependency tracking, milestone management, and executive reporting across multiple projects and programs.
  • Develop custom ScriptRunner automations and integrations utilizing REST APIs, listeners, scripted fields, UI fragments, and workflow extensions to improve operational efficiency and reporting capabilities.
  • Design and expand Cyber Threat Intelligence tracking and enterprise operational management platforms leveraging Jira, Assets, and integrated workflow solutions.
  • Lead migration, modernization, and stabilization efforts for Jira and Confluence environments transitioning from on-premises infrastructure to Atlassian Cloud.
  • Support enterprise integrations including Single Sign-On (SSO), Active Directory/LDAP synchronization, identity management, and AWS infrastructure optimization.
  • Deliver user training, platform adoption support, workflow demonstrations, and operational guidance to technical teams, leadership, and business stakeholders.
  • Provide governance recommendations and best practices for enterprise Atlassian platform architecture, security, permissions, and operational scalability.

Qualifications

Required Qualifications

 

  • Minimum of 16 years with BS/BA; Minimum of 14 years with MS/MA; Minimum of 10 years with Ph.D., 20 years with a HS Diploma
  • Deep expertise with:
    • Jira Service Management (JSM)
    • Jira Software
    • Confluence
    • Jira Assets / CMDB
    • Advanced Roadmaps
    • ScriptRunner
    • Atlassian Cloud and/or Data Center administration
  • Experience supporting federal government or highly regulated enterprise environments.
  • Experience leading Atlassian migration initiatives from on-premises to cloud environments.
  • Strong understanding of SSO, Active Directory, LDAP, and identity/access management integrations.
  • Excellent written and verbal communication skills with the ability to engage stakeholders at all organizational levels.
  • Active TS/SCI or Q/SCI clearance.

Preferred Qualifications

 

  • Atlassian certifications such as:
    • Atlassian Certified Expert (ACE)
    • ACP-JSM
    • ACP-620/420/120
  • ITIL Foundation or higher certification.
  • Experience supporting cybersecurity operations, SOC workflows, or cyber threat intelligence programs.
  • Experience with AWS infrastructure and cloud-hosted Atlassian deployments.
  • Familiarity with Agile, SAFe, DevSecOps, and federal program management methodologies.
  • Experience with automation tools, scripting, and integration platforms.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
