About this role

Department Overview

This position is responsible for sourcing products or services that provide OHSU exceptional quality while maintaining a total cost of ownership (TCO) that is most beneficial to OHSU, its stakeholders, and its patients. This position coordinates efficiencies through enterprise-wide purchasing volume and negotiating with suppliers.

 

As the leader responsible for procurement effectiveness on a category of products or services, the Sourcing Manager will lead projects, analyze data, work with teams and manage policies, processes and resources on a large scale. This position will partner with the Contracts Manager to drive the process of completing agreements initiated during the sourcing process.

Function/Duties of Position

  • This positions functions as part of a broader sourcing team, sharing best practices, adopting practices across the departments and beyond, acts as a back-up to other staff, participates or leads process improvement initiatives within the department.  Acts as a subject matter expert in assigned categories. Provides product, service and category expertise for assigned categories of spend. Conducts oversight and evaluation of all governance checkpoints in the Sourcing Methodology. Completes proper documentation of performance in regard to the Sourcing Methodology. 
  • Works on complex spend categories achieving lower total cost of ownership.  Complex categories have fragmented spend, multiple business unit impacts, limited leverage position, complex contract terms requiring a high degree of understanding of appropriate process, tool and skill.
  • Reviews and validates sourcing opportunities with business stakeholders.  Conducts supplier market research and analysis using standard practices and tools.  Identifies cross-functional teams for new sourcing initiatives. Drafts high level business justification for project governance consideration to drive annual savings and meet stakeholder needs.
  • Identifies sourcing initiatives and completes the sourcing methodology process: Opportunity initiation, internal analysis, industry analysis, business knowledge and procurement expertise to develop strategic sourcing strategies, supplier selection and operationalizing the selection.  Successfully completes process deliverables for checkpoints and validation with stakeholders.
  • Defines and provides direction to customers on contracted items and appropriate purchasing method.  Facilitate dispute resolution items with respect to contracts for assigned categories.
  • Manages supplier communication, strategy and direction for the sourcing process.  Coordinates with other team members to take a holistic approach with suppliers involved.  Manages reference site and supplier site visits in the sourcing process. 
  • Ensures that customer needs are met in a timely manner including communication with requestors and suppliers.  Acts as a liaison between Sourcing and non-SC& L departments (such as AP, ITG, HR, etc.).
  • Captures all savings (direct and indirect) from the sourcing efforts assigned.  Responsible for submitting savings and justification and assisting in validation and confirmation of the savings.
  • Other duties as assigned.

Required Qualifications

  • A Bachelor's degree in Business Administration or a related field. Degree must be obtained through an accredited institution.
  • Five years' experience in a position requiring strategic sourcing, supply chain procurement analysis, supplier relations management or large-scale procurement operations. 

  • Additional five years' experience in a role requiring effective communication and customer service skills, interfacing with clinical and technical experts. 

  • Experience in a role requiring attention to detail, sound decision making, sense of urgency/timeliness and negotiation skills working with suppliers and internal stakeholders. 

  • Experience in a role requiring work in a fast-paced and changing environment while handling multiple deadlines and priorities.  

  • Experience in project management leading and managing a team to achieve business goals in an acceptable timeframe in budget and scope of expectations. 

  • Experience in a position requiring contract negotiation and execution. 

  • Experience using word processing, spreadsheet, database, internet and e-mail and scheduling applications.   

Preferred Qualifications

  • MBA or Master’s degree. Degree must be obtained through an accredited institution.
  • Experience working in a large volume supply chain organization. 

  • Prior experience working in healthcare supply chain procurement. 

  • Knowledge of and experience in healthcare contract management and sourcing. 

  • Experience in a position requiring supplier negotiations.

  • Experience in a position requiring an understanding of contract terms and conditions.

  • Prior experience in financial and data analysis.

  • Prior experience leading complex projects, demanding stakeholders and high risks.

Additional Details

This position is primarily remote with onsite requirements, as in-person facilitation and reviews may be required.

Hours are typically business hours, Monday through Friday.
