Job Description

A Tendering Engineer's role is not about buying; it's about determining the optimal price for bids and projects while considering all costs, risks, and market factors. Your function is to lead cost management and ensure the company's profitability.

Strategic Duties

  • Contribute to all strategic company plans, with a specific focus on profitability and cost efficiency.
  • Participate in defining the company's business model to ensure it is structured for optimal profit margins and financial health.
  • Monitor the Business Unit's performance against pre-set financial goals, such as profit margins and cost effectiveness.

General Administrative Duties

  • Participate in the decision to enter into tenders after a thorough financial and risk analysis of the project's conditions and the company's workload.
  • Assess all financial and commercial risks associated with a tender and provide recommendations based on a complete analysis.
  • Develop and share the tender strategy, outlining the proposed pricing for sub-contractors and procured items, with key stakeholders.
  • Collaborate with procurement on the selection of suitable sub-contractors and vendors to ensure optimal project costing.
  • Prepare, review, and authorize the project's direct cost (dry cost) and overheads (OH).
  • Participate in decisions related to profit margins and risk allocation.
  • Develop and submit accurate and consistent technical and financial bids, including input from relevant departments.

Technical & Operational Duties

  • Define and update the project's costing strategy in coordination with the General Manager.
  • Establish and obtain approval for target costs for all project components, including sub-contracts and materials.
  • Ensure all materials and sub-contracts are priced, approved, and submitted in alignment with the approved project timeline and budget.
  • Review and validate Purchase Orders (POs) and sub-contracts to ensure they comply with the project's budgetary constraints and tender pricing.
  • Assess and validate variation orders for clients, vendors, and sub-contractors, focusing on their financial impact on the project.
  • Lead weekly team meetings to monitor progress against tender deadlines and costing targets.
  • Collaborate closely with project managers to ensure optimal project delivery while exercising full control over costing and supply chain management.
  • Develop and maintain productive relationships with existing and potential clients, and with key sub-contractors and suppliers to stay informed on market pricing.
  • Prepare detailed reports on tender performance and profitability achievement.
  • Review and approve all tenders before submission to ensure they are complete and financially sound.
  • Prepare the initial project budget and manage subsequent updates in coordination with the Project Control Manager and the General Manager.

 

Qualifications

  • Educational Qualification: Bachelor of  Architecture Engineering  
  •  Professional Certification: One of IPMA, CCP, PRMG, PMP, MBA CLAC certificate, or equivalents is an advantage.
  • Experience: 4-7 years of proven experience within the construction contractor.
  • Excellent communication skills.
  • Details oriented.
  • Good command of English written and spoken.
  • Business writing skills.
  • Experience in dealing with complex tenders.
  • General MS Office Program skills.
  • Flexibility and ability to adapt to change.
  • Demonstrating previous exposure to contracts and an understanding of basic contract language Providing proven leadership and management experience.
  • Possessing experience interacting with executive-level staff.
  • Team player.
