THIS POSTING IS FOR TWO (2) POSITIONS

On June 16, 2022, Governor Kathy Hochul signed the NYC Public Housing Preservation Trust Act, which authorized the creation of the NYC Public Housing Preservation Trust (the Trust). The Trust is a public benefit corporation that will oversee the renovation and rehabilitation of the City’s public housing developments, owned by the New York City Housing Authority (NYCHA). NYCHA will remain the permanent owner of the land/buildings and will enter a long-term ground lease with the Trust to secure Section 8 vouchers.

The selected Housing Assistants will be NYCHA employees assigned to Nostrand Houses and will support the management of the development on behalf of the NYC Public Housing Preservation Trust. The Housing Assistants will support the administration and management of Nostrand Houses under the Trust and the Project-Based Section 8 program.

Specific duties and responsibilities include but are not limited to:

- Support completion of resident rentals and annual/interim recertifications in coordination with the Leased Housing Department to ensure timely submission and resident compliance.
- Process residents’ Annual Affidavit of Occupancy.
- Interview residents; investigate and verify information obtained.
- Serve as liaison to tenants to help resolve open tenancy issues, in collaboration with LHD, including past due certifications, succession and household composition issues, missing documents, etc.
- Respond to resident complaints and help work towards resolution.
- Work with residents to proactively resolve issues that could put their subsidy in jeopardy, and support the initiation of appropriate tenancy action as required.
- Maintain accurate records in NYCHA systems and handle confidential information according to HUD and NYCHA standards.
- Conduct field visits for rent collection/home visits regarding housekeeping concerns/window guards/air condition surveys, etc.
- Manage unsubsidized and/or unauthorized households.
- Attend administrative hearings and make court appearances.
- In coordination with the Public Housing Tenancy Operations team, help ensure the tenant ledger is kept up-to-date and accurate.
- Inform tenants of Housing Authority rules, regulations and requirements.
- Support temporary relocations during construction by helping resolve tenancy issues and process transfers.
- Promote positive resident experience by assisting residents with questions, complaints, and service needs in a courteous and efficient manner.

NOTE: IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW, NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

HOUSING ASSISTANT (HA) - 80201

Qualifications

A baccalaureate degree from an accredited college; or

An associate degree or sixty semester credits from an accredited college and one year of satisfactory full-time experience in housing management at a development or developments containing at least 150 apartments, performing any one or a combination of the following duties: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant-related problems; or

A four-year high school diploma or its educational equivalent, and three years of satisfactory full-time experience as described in “1” above; or

A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience. However, all candidates must have a four-year high school diploma, or its educational equivalent.
