Oι υποχρεώσεις του Συμβούλου περιλαμβάνουν:

• Έλεγχος σχεδίων και κατασκευαστικών εργασιών αντικειμένου πολιτικού μηχανικού ώστε να διασφαλίσει ότι πληρούν τις προδιαγραφές σχεδιασμού
• Επιβεβαίωση ότι οι κατασκευαστικές εργασίες ευθυγραμμίζονται με τις προδιαγραφές σχεδιασμού
• Διενέργεια τακτικών επιθεωρήσεων στον χώρο για να διασφαλίζεται η συμμόρφωση με τις προδιαγραφές σχεδιασμού, τα βιομηχανικά πρότυπα και τους κανονισμούς ασφαλείας.
• Έλεγχος των διαδικασιών ποιοτικού ελέγχου και διασφάλισης για τις δραστηριότητες των έργων πολιτικού μηχανικού.
• Να γνωρίζει και εντοπίζει τα κατασκευαστικά ζητήματα, τις συγκρούσεις και τις ασυμφωνίες όπου αυτές προκύπτουν.
• Να συνεργάζεται με την ομάδα του έργου για την ανάπτυξη λύσεων και περιορισμό των κινδύνων.
• Να ελέγχει ότι οι εκτελούμενες εργασίες είναι σύμφωνες με το χρονοδιάγραμμα που έχει υποβάλει ο ανάδοχος.
• Να εντοπίζει πιθανούς κινδύνους που σχετίζονται με τα έργα πολιτικού μηχανικού και τις σχετικές κατασκευαστικές δραστηριότητες.
• Να αναπτύσσει στρατηγικές περιορισμού των κινδύνων και να τις προωθεί στον επιβλέποντα του έργου για εφαρμογή.
• Να συνδράμει στην αξιολόγηση ως προς την πρόοδο των εργασιών, να επιβλέπει το πρόγραμμα πληρωμών, τις τροποποιήσεις εντολών και οικονομικές αξιώσεις του αναδόχου.
• Να επανεξετάζει και να αξιολογεί τις αξιώσεις από εργολάβους και αναδόχους που σχετίζονται με τα έργα πολιτικού μηχανικού και να ενεργεί για την επίλυση διαφορών και αξιώσεων με δίκαιο και έγκυρο τρόπο.
• Να ενημερώνεται για αλλαγές ως προς τους εφαρμοζομένους κανονισμούς και πρότυπα και να βεβαιώνει ότι το έργο συμμορφώνεται με όλους τους ισχύοντες νόμους και κανονισμούς.
• Να εξετάζει τη λίστα των εγκεκριμένων εγγράφων και να εξασφαλίζει την ορθή εκτέλεση των τελικών για την κατασκευή εκδόσεων.
• Να αξιολογεί με την ομάδα  των μηχανικών τις ενημερώσεις και τις υπογραμμισμένες με κόκκινο υποσημειώσεις από τον ανάδοχο.
• Να επανεξετάζει με την ομάδα μηχανικών και να ενημερώνει την διεύθυνση του Έργου για αναφορές μη συμμορφώσεως με τα πρότυπα.
• Να διευκολύνει την αποτελεσματική επικοινωνία και το συντονισμό μεταξύ του αναδόχου, της ομάδας μηχανικών και του διαχειριστή του Έργου
• Να εποπτεύει τις διαδικασίες ολοκληρώσεως του έργου, διασφαλίζοντας ότι όλα τα έγγραφα, οι λίστες ελλείψεων και οι τελικοί έλεγχοι έχουν ολοκληρωθεί ικανοποιητικά.  Να διευκολύνει την ομαλή παράδοση του έργου στον ιδιοκτήτη.

AFRY is seeking a qualified and experienced Lead Civil Engineer to join the Owner's Engineer site supervision team.

The Lead Civil Engineer in an Owner's Engineer assignment is instrumental in ensuring the successful execution of the civil aspects of a power plant project. Her/his expertise, attention to detail, and proactive approach are crucial in delivering a high-quality, safe, and compliant facility.

Responsibilities/Duties (inclusive of but not limited to):

• Review civil engineering designs and plans, method statements, ITPS, materials and construction procedures to ensure they meet project requirements and local building codes.
• Verify that the construction work aligns with approved design specifications.
• Conduct regular site inspections to ensure compliance with design specifications, industry standards, and safety regulations.
• Oversee and manage quality control and assurance procedures for civil construction activities.
• Identify and address construction issues, conflicts, and discrepancies as they arise. Collaborate with the project team to develop solutions and mitigate risks.
• Ensure that civil construction activities are executed in accordance with the project schedule. Identify and address delays or potential schedule risks.
• Identify potential risks related to civil engineering and construction activities. Develop risk mitigation strategies and contingency plans.
• Assist in the evaluation of site progress, including reviewing progress payments, change orders, and claims.
• Review and assess claims from contractors related to civil engineering aspects.  Work to resolve disputes and claims in a fair and timely manner.
• Stay informed about changes in regulations and standards, ensure that the project complies with all applicable laws and regulations.
• Review the list of approved documents and ensure the proper execution of the final 'For Construction' versions.
• Evaluate site updates and red marked documents by the contractor, collaborate with the engineering team, and assess the site's as-built documents.
• Review and address any Non-Conformance Reports (NCRs) to ensure compliance and quality standards are met with engineering team coordination.
• Facilitate effective communication and coordination among the contractor, engineering team, and the site manager.
• Oversee the civil aspects of project closeout, ensuring that all documentation, punch list items, and final inspections are completed satisfactorily. Facilitate the smooth handover of the project to the Owner.

Qualifications

• Bachelor's degree in civil engineering, or a related field. Master's degree is a plus.
• Proven experience as lead civil engineer in large-scale construction projects, preferably in the energy or power industry.
• In-depth knowledge of local, and international design codes and standards.
• Strong analytical and problem-solving skills.
• Excellent communication and leadership abilities.
