POSITION OVERVIEW

The ICT Manager is responsible for providing strategic leadership and operational management of all ICT functions, including IT infrastructure, communication systems, digital learning technologies, and cybersecurity.

This role plays a critical part in enabling digital transformation, enhancing teaching and learning through technology, and ensuring reliable, secure, and efficient ICT services across the University.

The ICT Manager plays a strategic and operational role in driving IBS University’s digital transformation, ensuring reliable ICT services, and enabling innovation in education and institutional operations.


KEY RESPONSIBILITIES

1. ICT Strategy & Leadership

  • Develop and implement the University’s ICT strategy aligned with institutional goals
  • Drive digital transformation initiatives to enhance teaching, learning, and operations
  • Advise senior management on emerging technologies and innovation opportunities
  • Manage ICT budgets, resources, and technology investments


2. IT Operations & Infrastructure

  • Oversee IT infrastructure including networks, servers, systems, and data centers
  • Ensure high availability, reliability, and performance of ICT services
  • Manage IT support services and ensure timely resolution of issues (SLA compliance)


3. Systems & Applications Management

  • Manage core systems such as Student Information Systems (SIS), Learning Management Systems (LMS), and ERP platforms
  • Ensure systems integration, upgrades, and optimal performance
  • Support academic and administrative departments with system requirements


4. Communication & Network Services

  • Oversee campus-wide network infrastructure, internet services, and Wi-Fi connectivity
  • Manage communication systems including telephony (VoIP) and internal communication platforms
  • Ensure reliable and secure connectivity across all IBS campuses and facilities


5. Digital Learning & Educational Technology

  • Support and enhance digital learning platforms (e.g., LMS, e-learning tools)
  • Oversee smart classroom technologies and hybrid/online learning capabilities
  • Work closely with academic teams to integrate technology into teaching and learning


6. Cybersecurity & Risk Management

  • Develop and implement ICT security policies, procedures, and controls
  • Protect systems and data from cybersecurity threats and breaches
  • Ensure compliance with data protection regulations and best practices


7. IT Governance & Compliance

  • Develop and enforce ICT policies, standards, and governance frameworks
  • Ensure compliance with regulatory requirements and accreditation standards
  • Maintain documentation for audits and institutional reviews


8. Project Management

  • Lead ICT projects including system implementations, upgrades, and new technologies
  • Coordinate with stakeholders and vendors to ensure successful delivery
  • Ensure projects are completed on time and within budget


9. Vendor & Stakeholder Management

  • Manage relationships with ICT vendors, service providers, and partners
  • Monitor vendor performance and service level agreements (SLAs)
  • Collaborate with internal stakeholders to align ICT services with business needs


10. Data Management & Analytics

  • Support data systems and reporting tools for decision-making
  • Ensure data integrity, security, and accessibility
  • Develop dashboards and reports for management insights


 11. Business Continuity & Disaster Recovery

  • Develop and maintain disaster recovery and business continuity plans
  • Ensure backup systems and recovery processes are in place and tested regularly


12. Team Leadership

  • Lead, mentor, and develop the ICT team
  • Allocate tasks and ensure high performance and accountability
  • Foster a culture of innovation and continuous improvement


13. Stakeholder Support

  • Provide technical support and training to staff and students
  • Ensure effective communication between ICT and other departments
  • Support institutional initiatives through technology solutions


14. Reporting & Administration

  • Prepare reports on ICT performance, risks, and improvements
  • Manage ICT budgets and ensure cost efficiency
  • Support audits, accreditation, and compliance processes


KEY SELECTION CRITERIA

Essential

  • Bachelor’s degree in Information Technology, Computer Science, or related field
  • Minimum 5–7 years’ experience in ICT management or a senior IT role
  • Strong knowledge of IT infrastructure, networks, and systems
  • Experience in cybersecurity, risk management, and IT governance
  • Proven leadership and team management experience

Desirable

  • Master’s degree in IT or related field
  • Experience in a higher education environment
  • Professional certifications (e.g., ITIL, Cisco, Microsoft, Cybersecurity)
  • Experience with LMS, ERP, and digital learning platforms
