Job Description

Overview of the Role:

Due to continued success and growth across the Water division, we are seeking a highly motivated and safety-conscious individual who will take responsibility for the commercial and technical management of projects from construction completion through to final commissioning and closeout. This role encompasses managing snagging activities, closing out all open civil, mechanical, electrical, and control & automation (EICA) scope, overseeing commissioning activities of Water, Wastewater and Sludge treatment plants, and completing all project documentation including commissioning reports, O&M manuals, and safety files.

The successful candidate will work on a wide scope of Water and Wastewater Treatment projects and will be required to travel to various Veolia sites, plants and offices. Current sites are in Cavan(location is depending on current projects). The site manager will ensure all tasks are completed in the safest way possible, within specification, on time, on budget, and to the highest quality standards in line with the VMR (Veolia Minimum Requirement).

Day to Day of the Role:Β 

Construction Completion & Snagging:

  • Plan, manage, and monitor the final stages of construction work while promoting and maintaining the highest standards of health, safety, and environmental management

  • Familiarisation with design documentation, project programme, and construction methodologies for the assigned project

  • Develop and maintain a comprehensive snagging/defects log for each subcontractor and ensure all defects are resolved in a timely and effective manner

  • Coordinate closure of all open civil, mechanical, electrical, and control & automation scope items

  • Supervise sub-contractors on site

  • Manage subcontractor performance during closeout activities and escalate issues to the project manager

  • Ensure all plant equipment are fit for purpose and inspected as required

  • Set persons to work, manage and coordinate activities inline with the Veolia Minimum Requirements toolkit standard

  • Ensure works are carried out in accordance with both contractual and specific process requirements

Commissioning Management:

  • Plan, coordinate, and oversee all commissioning activities across multiple disciplines

  • Supervise commissioning of treatment plant including setup/calibration of instrumentation, variable speed drives, alarm systems and PLC input/output validation

  • Assist the project manager to develop and implement commissioning programmes and schedules

  • Prepare commissioning plans, reports, SAT & FAT documentation

  • Ensure completion of FAT (Factory Acceptance Testing) and SAT (Site Acceptance Testing) tests with the client's representative

  • Coordinate pre-commissioning checks and witness testing of all systems

  • Manage commissioning teams including subcontractors and specialists

  • Ensure all systems are tested, commissioned, and handed over in accordance with design specifications and client requirements

  • Evaluate client specifications and Veolia control philosophies and ensure works are constructed in compliance with the same

  • Coordinate with client representatives and end users during commissioning phases

  • Verify completion of all punch list items prior to final handover

  • Support Project Managers within the business with all commissioning activities

Documentation & Closeout:

  • Review commissioning reports ensuring all testing, results, and system performance is adequately recorded

  • Assist the project engineer to compile and deliver complete O&M (Operations & Maintenance) manuals

  • Assist the project engineer to ensure safety files and all required health & safety documentation is comprehensive and complete

  • Ensure all EICA documentation for the project is managed in accordance with the requirements of the Project Quality Plan

  • Ensure all as-built drawings, warranties, and certificates are collected and submitted to the project engineer for inclusion in the O&M manual

  • Coordinate final inspections and obtain all necessary sign-offs and approvals

  • Manage the handover process to the client and operations team

  • Ensure all project documentation is complete and archived appropriately

Health, Safety & Quality:

  • Demonstrate, promote, and acknowledge positive behaviours to develop a proactive safety culture on site

  • Ensure Health, Safety, Environmental & Sustainability standards, policies and procedures are always adhered to on-site

  • Identify and take measures to prevent any unsafe behaviours and defects

  • Investigate events inline with Veolia and client policies in the event of an incident on site

  • Carry out site H&S inspections/audits as required by VMR using the Eco Online platform

  • Ensure everyone working on site has received a site-specific induction and that all competencies are checked and recorded in the site training matrix

  • Ensure all PSCS duties are being fulfilled on site

  • Review of all third party RAMS/methodology sequencing to ensure alignment with the VMR toolkit

  • Ensure ongoing compliance with Environmental Plan/Waste Management Plan/Construction H&S Plan/Emergency Plan/Project Schedule

Communication, Reporting & Commercial:

  • Communicate daily briefings with all supervisors, employees, and contractors

  • Report on programme progress identifying risks and opportunities to project completion

  • Provide regular progress updates and 3 week look ahead to the client and their representatives on a weekly basis

  • Prepare timely and accurate reporting of activities to senior management

  • Coordinate all activities on site to ensure smooth interactions and avoid conflicts

  • Demonstrate commercial awareness and play a role in resolving disputes & claims

  • Engage with the customer as well as suppliers and sub-contractors in financial negotiations and final account agreements

  • Assist with proposals and tendering activities

  • Assist in the selection and evaluation of EICA equipment, subcontractors and suppliers

  • Optimise workflows where possible to reduce project programme

  • Ability to work under pressure to deliver project objectives

Qualifications

Essential:

  • NFQ Level 7 or above in Construction Management, Electrical Engineering, Engineering, or Qualified Electrician/E&I Technician, or equivalent level of experience

  • Minimum of 5 years+ experience working in multi-discipline site-based projects, preferably in the water and wastewater industry

  • 5 years+ construction experience preferably in trades/supervision role

  • Proven experience in project commissioning and closeout activities

  • Experience managing snagging and defect resolution processes

  • Experience in projects with substantial pipework, mechanical systems, electrical systems, instrumentation, control & automation systems, and structural/access metalwork

  • Experience with setup/calibration of instrumentation, variable speed drives, alarm systems and PLC input/output validation

  • Full clean driving licence

  • Lead by example on H&S and empower all on site to ensure that all work is carried out safely

  • Strong organisational and planning skills

  • Excellent interpersonal, oral and written communication and reporting skills

  • Proficiency in preparing technical documentation, commissioning plans, commissioning reports, SAT & FAT documentation, and O&M manuals

  • Excellent working knowledge of MS packages such as Word, Excel, PowerPoint and Project

  • Good working knowledge of programme management software such as Microsoft Project with ability to prepare baseline programmes and programme updates

  • Ability to adjust as issues arise during project delivery

  • Strong communication skills with a high level of motivation

  • Ability to work under pressure to deliver project objectives

Desirable:

  • Experience in the water/wastewater industry

  • Knowledge of the water industry and related construction methodology, equipment, and processes

  • Experience with control and automation systems commissioning

  • Familiarity with regulatory requirements for safety files and handover documentation

  • Experience with client handover and training processes

  • Knowledge of national and EU standards relevant to water and wastewater treatment facilities

  • Understanding of Veolia control philosophies and internal company standardsΒ
