Position Summary

The Program Officer, IWYE supports the implementation and administration of the Indigenous Women and Youth Entrepreneurship (IWYE) Program and related initiatives at NACCA. This role works closely with Indigenous Financial Institutions (IFIs) to support program delivery, funding administration, reporting, compliance, relationship management, and capacity-building activities while ensuring responsible stewardship of public funds.


The hiring range for this role is between $74,332.89 - $79,624.54. The full earning potential for this role is between $74,332.89 - $91,369.44.


Key Responsibilities

Contract Administration, Monitoring, and Reporting

  • Support the administration of the IWYE Program, including proposal reviews, funding assessments, and reporting.
  • Draft and manage contribution agreements and contracts.
  • Monitor funding programs, reporting requirements, KPIs, and microloan program activities.
  • Prepare reports and maintain accurate program records.


Financial Management and Compliance

  • Review financial claims and expenditures to ensure compliance with funding agreements.
  • Monitor budgets, forecasts, and financial performance.
  • Support issue resolution related to claims, reporting, and funding requirements.
  • Maintain audit-ready documentation and coordinate with internal finance teams.
  • Ensure accurate financial coding and record management.


Program Development, Design, and Support

  • Contribute to the development of business resources, training, and workshops.
  • Participate in program planning and performance monitoring.
  • Support special projects, campaigns, and emerging initiatives.


IFI Engagement and Relationship Management

  • Build and maintain strong relationships with IFIs.
  • Serve as a key contact for program support and guidance.
  • Participate in meetings, events, and engagement activities.


Training, Capacity Building, and Knowledge Sharing

  • Support the development and delivery of training programs.
  • Provide guidance and support to junior staff and program partners.


Operational and Organizational Support

  • Assist with conferences, training sessions, and event logistics.
  • Support procurement activities, including RFPs and vendor contracts.
  • Provide administrative support, document management, and inventory coordination.
  • Collaborate across NACCA programs to support organizational priorities.


Other

  • Perform other related duties as assigned.


Qualifications

Education

  • University degree in Business, Finance, or a related field.
  • Equivalent combinations of education and experience may be considered.

Experience

  • 3โ€“5 years of related experience in program administration, finance, contracts, or a similar role.
  • Experience working with Indigenous communities or organizations is an asset.

Knowledge, Skills and Abilities

  • Strong communication, organizational, and documentation skills.
  • Ability to manage multiple priorities and meet deadlines.
  • Strong analytical and cross-cultural competencies.
  • Proficiency in Microsoft Office, particularly Excel.


This is a unionized position.ย 


Primary Location: Ottawa, Ontario. NACCA operates on a hybrid work model. Remote work arrangements may be considered based on organizational needs and role responsibilities.ย 


Preference will be given to qualified individuals of Indigenous ancestry, in accordance with Section 24.1 of the Ontario Human Rights Code and other applicable human rights legislation.


This position involves sustained mental effort including strategic planning, problem-solving, and analysis under pressure.


This position will include prolonged sitting, computer use, and frequent meetings. This position is based in a typical office environment, with occasional travel required to attend meetings, conferences, and other engagement. Some overnight travel; evenings and/or weekend work may be required.
