JOB SUMMARY

 

The Surveillance Operator is responsible for maintaining continuous observation of all gaming activities and casino operations using closed-circuit television (CCTV) systems and advanced Video Management Systems (VMS). The position supports the protection of Tribal assets, ensures compliance with applicable gaming regulations, and assists in detecting and documenting suspicious, fraudulent, or illegal activities within the casino.

 

This position plays a critical role in maintaining the integrity of gaming operations and ensuring compliance with applicable federal regulations under the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC) regulations, Minimum Internal Control Standards (MICS), Tribal Gaming Commission regulations, and approved casino surveillance policies and procedures.

 

The Surveillance Operator must maintain strict confidentiality, demonstrate exceptional attention to detail, and effectively document incidents that may require regulatory review, internal investigation, or law enforcement involvement.

 

ESSENTIAL DUTIES

 

  • Continuously monitor casino gaming areas, cash handling areas, entrances, restricted areas, and other
  • sensitive operational locations using surveillance cameras and monitoring systems.
  • Maintain situational awareness of gaming operations to identify potential cheating, fraud, theft, regulatory violations, or other suspicious activities.
  • Observe gaming activities to ensure compliance with casino internal controls and regulatory standards.
  • Immediately notify supervisors of suspicious or unusual activities that may impact gaming integrity or casino security.
  • Review live and archived video footage to investigate incidents, patron disputes, employee misconduct, or potential regulatory violations.
  • Document incidents in surveillance logs and prepare written reports detailing observations, findings, and actions taken.
  • Assist Surveillance Supervisors, Tribal Gaming Commission staff, and authorized investigators with video review and evidence documentation.
  • Preserve video evidence in accordance with regulatory requirements and surveillance department procedures.
  • Operate Video Management Systems (VMS), CCTV monitoring platforms, and digital recording systems.
  • Retrieve, export, archive, and secure surveillance footage in accordance with approved evidence-handling procedures.
  • Perform video editing functions, including clipping, merging, and formatting video files for investigative or regulatory purposes.
  • Ensure surveillance recordings are properly archived in accordance with applicable regulatory retention requirements.
  • Maintain familiarity with regulatory requirements applicable to gaming surveillance operations.
  • Assist regulatory personnel by providing video evidence or surveillance documentation when requested.
  • Maintain professional communication with surveillance supervisors and other authorized personnel regarding ongoing incidents.
  • Coordinate with casino departments, including Security, Compliance, Table Games, Slots, Cage, and Management, when incidents require operational response.
  • Document all surveillance activity through logs, reports, and electronic tracking systems.
  • Maintain knowledge of all table games, slot operations, and casino procedures.
  • Participate in required training related to gaming protection, fraud detection, and surveillance operations.
  • Travel for professional training, regulatory meetings, or surveillance conferences as required.
  • Perform other duties as assigned by surveillance management.


MINIMUM QUALIFICATIONS

 

  • High school diploma or equivalent required.
  • One (1) year of experience in surveillance, casino operations, security, law enforcement, or related field preferred.
    Experience working in casino surveillance operations or with CCTV monitoring systems is highly desirable.
  • Ability to operate computer systems, surveillance software, and report writing tools.

 

PREFERRED QUALIFICATIONS

 

  • Associate’s degree in criminal justice, Security Management, or related field.
  • Two (2) or more years of casino surveillance experience.
  • Experience working with Video Management Systems (VMS) and digital surveillance platforms.
  • Knowledge of casino table games and gaming procedures.

TRIBAL PREFERENCE STATEMENT:

In accordance with applicable Tribal law and Title VII of the Civil Rights Act of 1964, the Picayune Rancheria of the Chukchansi Indians (PRCI) Administration provides employment preference to enrolled PRCI Tribal Members. To qualify, applicants must submit valid proof of enrollment. Tribal Members who meet the minimum qualifications will be given preference in hiring, promotion, transfer, and layoff decisions. During the interview process, PRCI Tribal Members will receive an additional 7.5 points (10% of the 75-point interview rubric). Non-PRCI Native American candidates will receive an additional 5 points (6.7% of the total points) in accordance with Indian Preference guidelines. 


INDIAN PREFERENCE STATEMENT:

In compliance with 25 CFR Part 276 and Title VII of the Civil Rights Act, Sections 701(b) and 703(i), employment preference shall be given to qualified applicants who are enrolled members of the Picayune Rancheria of the Chukchansi Indians, and secondarily, to another qualified American Indian/Alaska Native Candidate.
