Job Description

ELECTRICAL ENGINEERING CONSULTANT – FED GOVERNMENT (SECURITY CLEARANCE REQUIRED)

 

Seeking an Electrical Engineering Consultant who shall have at least a bachelor’s degree in electrical engineering or similar discipline. The specialist shall also have at least 5 years, of experience in the following areas: micro-grids, renewable energy, energy storage, generation and load control technologies, advanced metering, smart grid communication protocols.  The purpose of the engagement shall be to support services to execute the Presidential and Navy Shore Installation energy objectives.

 

ELECTRICAL ENGINEERING CONSULTANT WORK LOCATION:  Government Office Site: NAVFAC - HQ, Washington Navy Yard

APPLICATION AND SERVICES SOUGHT:  Campus-size Smart/Micro-grid technology and regulation – expertise in the required technology to deploy a campus-size microgrid, and experience working with regulators and end-users in developing appropriate regulations and rate structures for smart/microgrid applications, with key terms defined as follows:

 

  • Smart Grid – as defined by Energy Independence and Security Act of 2007, Section 1301
  • Microgrid – defined for purposes of this Request for Proposal as power systems in which generation elements are co-located with loads, regardless of the aggregated generation capacity or the grid interconnection (NREL May 2005 Facility Microgrids Report); further defined as capable of automatic islanding from a commercial grid
  • Campus size – defined for purposes of this Request for Proposal as more than 50 component shore facilities and 10 MW or greater peak demand

 

Technical and regulatory evaluation of load curtailment opportunities, including demand response programs, - - expertise in evaluating and developing electricity commodity purchasing options for large (100 MW+) end users using load curtailment options, and experience working with regulators and end-users in developing appropriate regulations and rate structures for manual and automated load curtailment applications

  • All Contractor work shall be performed on-site at the client's Headquarters located in NAVFAC - HQ, Washington Navy Yard

CURRENT SECURITY CLEARANCE REQUIRED (M-Class, current DOE, etc.)

All contractor employees and sub-contractor employees shall be eligible to work in the United States, have no criminal record or pending criminal charges, and be able to satisfy Washington Navy Yard access requirements. A list of individuals requiring base access shall be provided to the Washington Navy Yard security office prior to the start work. Prior to performing and upon completion of work, the Contractor shall report to the Washington Navy Yard security office. The proposed Program Manager, Electrical Engineer and Information Assurance Specialist must have an active, adjudicated, clearance at SECRET level or higher.  Offerors shall submit the names and social security numbers of the Program Manager, Electrical Engineer, and Energy Information

 

TASKS AND DELIVERABLES:

  1. Baseline Assessment (regulatory, market, rate and technical):  Identify the regulatory, market, and technical opportunities and challenges to implementation of load curtailment and micro-grid opportunities.  This includes the following sub categories:  Regulatory Assessment, Market Assessment; Utility Rate Assessment, & Technical Assessment
  2. Cost/Benefit Analysis - Use the results of the assessments conducted to develop a cost/benefit analysis (CBA). The model should be displayed in MS Excel and include expected implementation costs, financial benefits, and a confidence factor that the CLIENT should expect from participation in the market opportunities identified in the previous task.  At a minimum, the CBA must include demand response and curtailment opportunities.

Implementation Approach and Recommendation for the specific Regional Concentration Area - Incorporate the results of previous tasks to develop a recommended implementation approach for each of the five regional concentration areas.  This recommendation should include changes to technical requirements, investments, expected benefits, timing, changes to funding requirements, and challenges that will need to be addressed.

The ProSidian Consulting Client is a global military command with Headquarters and component commands that work together as one organizational team. 

The ProSidian Client has authorities and responsibilities from the Secretary of the Navy (SECNAV).  THE PROSIDIAN CLIENT HQ Public Works/Utility and Energy Management Team (PW/UEM) provides energy and utilities in support of USMC and Commander Naval Installations Command.  THE PROSIDIAN CLIENT seeks specific regulatory, engineering, and business expertise to assist in evaluating the capability of smart/microgrids to enhance energy and cost reduction opportunities and address the following energy objectives:

 

  • Enhance mission assurance and energy security at Dept. Of Navy (DoN) Installations, in accord with energy security plans
  • Reduce energy use at DoN Installations
  • Reduce electricity and fuel purchase costs through aggregation, deferment, and curtailment of loads, and through participation in demand response programs
  • Foster cost-effective energy production and load management at Navy and Marine Corps installations, including but not limited to renewable technologies and regional aggregation
  • Develop local and regional smart grid concepts, including possible micro-grid expansion at installations, leveraging implementation of advanced Industrial Control Systems (ICS)
  • Assess potential implications of energy investments on network security
  • Foster methodologies, metrics or benchmarks to assist in shaping energy usage patterns and in purchase decisions optimized on cost

 

The Department of Navy seeks to leverage combined energy purchases and existing and planned energy investments for the Navy and Marine Corps installations at selected US regional energy concentration areas.  The ProSidian Client is seeking support to assist with technical challenges associated with implementation of this initiative in the San Diego, CA, Oahu, HI, Pacific Northwest, Jacksonville, FL, and Mid-Atlantic regions.
