Job Description

    The Senior Healthcare Policy, Access & Value Analyst will proactively improve and protect the diabetes global healthcare policy environment through health outcomes evidence and complementary data on clinical efficacy/safety in order to demonstrate value to patients, payers, employers, health coalitions, and societies.
The successful candidate reviews, understands and communicates health policy information and data that details the costs, benefits and opportunities for medical interventions to support product portfolio selection and reimbursement, including creation, and submission of value dossiers .
Position Responsibilities:    The position is responsible for supporting the current and future products within the diabetes portfolio from a value & access point of view and as well as a global scale.
This position contributes to the critical planning and execution of activities that best position Diabetes for success in light of the sweeping changes in our business environment, due to Health Care Reform. The ability to influence health policy and to identify and engage with emerging entities that impact payment and purchasing decisions is of paramount importance to the strategic goals of the position.
• Performs ongoing surveillance and reporting of the health policy environment with an emphasis on Healthcare agencies and HTA as well as those performing Comparative Effectiveness Research and payment policy related to health care reform. Develops and maintains relationships with those agencies.
• Support direct or indirect dialogue with the various government agencies, HTA and third party payers on issues related to the business, working in conjunction with Health Policy and Payment, Government Affairs and other Medtronic business units as relevant.
• Directs message creation in support of advocacy efforts, to include defining and executing on specific internal and external data analysis required for coalition efforts.
• Design, conduct and analyze economic research initiatives, such as cost-effectiveness, cost/benefit, cost utility and economic modeling, for defined products and therapies
• Analyzes coverage policies, payment rules and coding changes affecting the business.
• Provides ongoing, branded feedback on current issues, characterizing market challenges, business drivers and overall strategic direction.
• Monitors and reports shifts in the policy environment, HTA or insurance product design that impacts physicians and hospitals successfully integrating these activities with those of other major organizational segments.
Basic Qualifications:    • Bachelor's in Healthcare Public Policy or related Discipline
• 4 plus years of Health Policy work experience
• 2 plus years of Medical Device or Pharmaceutical Industry Health Policy/Strategic Reimbursement experience

Qualifications

Experience working with product-development core teams
• Experience building coalitions and managing projects with external consultants
Desired/Preferred Qualifications:    • Master’s degree in health policy, health services research, economics, epidemiology, public administration or a related discipline.
• 5+ years healthcare work experience including 3+ years device industry or pharmaceutical industry health policy/strategic reimbursement planning experience.
• Able to work independently, guided only by very broad company policies and objectives and make final decisions on issues affecting major segments or functional activities of the organization.
• Able to apply strong analytical skills to a variety of situations of varying ambiguity. Independently develop clinical and economical value dossier and value tools/summaries.
• Excellent verbal and written communication skills to all levels of the organization.
