The Site Manager is responsible for the overall management and performance of contract operations supporting an ICE detention facility in the Los Angeles area. This position serves as the senior on-site representative and is responsible for ensuring that all contractual requirements are performed in accordance with established policies, procedures, and performance standards.
Duties and Responsibilities
- Provide day-to-day oversight of all contract operations and personnel assigned to the facility.
- Serve as the primary point of contact for Government representatives and CGS leadership.
- Ensure all work is performed in accordance with contract requirements, company policies, and applicable regulations.
- Supervise, mentor, and evaluate site personnel.
- Develop work schedules and ensure appropriate staffing levels are maintained.
- Monitor employee performance and address personnel issues as needed.
- Oversee onboarding, training, and professional development of site staff.
- Prepare and submit required reports, staffing updates, and operational documentation.
- Monitor contract performance and implement corrective actions when necessary.
- Coordinate with Government personnel regarding operational requirements, staffing concerns, and service delivery.
- Manage site budgets, labor hours, and operational expenditures.
- Review invoices, purchase requests, and equipment requisitions to ensure proper resource allocation.
- Maintain accountability for government-furnished and company-owned equipment.
- Support internal and external audits, inspections, and program reviews.
- Ensure compliance with all safety, security, and quality control requirements.
- Bachelor's degree from an accredited college or university. Relevant experience may be substituted for education.
- Minimum seven (7) years of management experience supporting government, military, law enforcement, detention, corrections, or large-scale service contracts.
- Minimum five (5) years of experience serving as a Contract Manager, Site Manager, Program Manager, or Project Manager on a federal contract.
- Prior experience supporting ICE, DHS, CBP, DOJ, or other federal government contracts.
- Candidates will have a working knowledge of the 2019 ICE National Detention Standards for Non-Dedicated Facilities.
- Candidates must undergo a Suitability Check and be able to obtain a favorable preliminary fitness determination or final fitness determination by the Office of Professional Responsibility, Personnel Security Unit (OPR-PSU).
- Demonstrated experience managing staffing, budgets, schedules, and operational performance.
- Strong organizational and leadership skills.
- Excellent written and verbal communication skills.
- Proficient in Microsoft Office applications including Word, Excel, Outlook, and PowerPoint.
- Ability to work independently and manage multiple priorities in a fast-paced environment.
- Experience working in detention centers, civilian community law enforcement, commercial or industrial guard service or security service supervisory positions preferred.
- Bilingual English and Spanish preferred.
