Role Overview:

The Assistant Manager - External Programs and Policies (Local Content) at Qiddiya Investment Company is a pivotal role dedicated to driving and ensuring compliance with local content regulations and initiatives aligned with Saudi Arabia's Vision 2030. This position supports the development, implementation, and monitoring of local content programs, fostering partnerships with government entities, suppliers, and internal stakeholders to optimize local supplier engagement and maximize economic impact within the Kingdom.

The role involves coordinating with various departments and external bodies to embed local content requirements into projects, monitoring adherence to policies, and contributing to continuous improvement in supplier development and regulatory compliance.

Key Responsibilities:

1. Local Content Program Management

  • Assist in developing and implementing local content strategies consistent with national and organizational objectives.
  • Monitor local content compliance across projects and business units, identifying gaps and recommending corrective actions.
  • Maintain up-to-date knowledge of local content regulations, policies, and best practices, ensuring Qiddiya’s strategies remain aligned.

2. Stakeholder Collaboration

  • Liaise with government agencies, including PIF and other regulatory bodies, to facilitate compliance and reporting obligations.
  • Collaborate with procurement and project teams to integrate local content requirements into contracts and supplier engagement processes.

3. Reporting and Continuous Improvement

  • Prepare detailed reports on local content metrics, progress, and compliance status for internal and external stakeholders.
  • Support audit preparation and corrective action plans related to local content regulations.
  • Contribute to updating business templates and processes to embed local content guidelines effectively.

4. Supplier Development Support

  • Support initiatives aimed at developing local supplier capabilities, enhancing competitiveness and alignment with local content goals.

· Bachelor's degree in Business Administration, Supply Chain Management, Public Policy, or related field. Advanced degree preferred.

· Minimum 5 years of experience in local content management, policy implementation, or compliance roles, preferably within large-scale development projects or government-related programs.

· Knowledge of Saudi Arabia's local content regulations, Vision 2030 initiatives, and related frameworks.

· Strong stakeholder management and communication skills, capable of engaging with government bodies, suppliers, and cross-functional teams.

· Proficiency in English required; Arabic language skills highly desirable.

· Effective analytical and problem-solving abilities, with attention to detail and a proactive approach to compliance management.

· Ability to work collaboratively in a multicultural environment and adapt to dynamic project demands.
