SUMMARY
The Real Estate Appraisal Program Manager leads the City of Charlotte’s appraisal operations, overseeing staff, contracted appraisers, and valuation activities that support property acquisition and major capital projects. This role provides expert guidance on complex appraisal matters, ensures USPAP compliant valuation practices, and collaborates closely with internal partners to deliver accurate, defensible real estate assessments. The position serves as a senior technical authority, shaping appraisal strategy and supporting negotiations, litigation, and long range portfolio decisions.
Major Duties and Responsibilities:
Responsible for coordinating and directing the real estate appraisal program. The scope of activities is wide ranging and includes departmental management of appraisal / administrative staff and oversight in the valuation of property for the acquisition of fee simple, permanent, and temporary easements.
Responsible for the engagement and management of independent fee appraisers and reviewers including quality control regarding the credibility and reliability of the appraisal report.
Makes sound recommendations to management regarding counter offers from private property owners, evaluation of city inventory and purchasers of City owned property.
Works very closely with the real estate management team including the Acquisition and Portfolio Management groups.
Prepares cost estimates for various City projects and departments and provides oversight and management of the appraisal requirements for larger real estate projects.
Work involves contact with internal and external clients, including landowners, engineers, and legal team. Appraisal work is guided by USPAP compliance, federal and state laws, policies, and procedures and is performed under the general supervision of the Real Estate Division Manager.
Works collaboratively with partner departments and consultants to ensure best delivery of real estate appraisal services.
Determine the priority of appraisal and consultant work and assigns projects to in-house or contract fee appraisers.
Prepares detailed appraisal assignments and scope of work for independent fee appraisers and reviewers. Manages the approval of appraisals / reviews and necessary revisions.
Discusses with appraiser problems or issues which arise during the appraisal process and will be available to accompany appraiser on difficult or unusual assignments.
Conduct field inspection of various proposed projects as necessary to determine cost / benefit of the proposed project.
Meetings with internal stakeholders to explain or clarify matters pertaining to the appraisal of real estate.
Routine consultation with trial attorneys as to the value of property and damages involved in for mediation; testify in court when called upon as expert witness and assist with trial preparation as needed.
Reviews project information provided by the City of Charlotte project managers along with agents and staff in the Acquisition Section.
Hires, trains, mentors, and evaluates direct reports.
Performs additional appraisal and property evaluation duties as required.
Knowledge, Skills, and Abilities:
Strong working knowledge and experience with condemnation appraisal procedure and before / after analysis is essential
Thorough knowledge of the various methods of real estate appraisals for right-of-way purposes
Excellent verbal and written communication skills; skilled in giving presentations meant to provide information and persuade the intended audience
Considerable knowledge of local real estate market and knowledge of public land record system
Ability to read and understand deeds and other instruments of real estate conveyance
Ability to read and understand engineering plans
Ability to make accurate estimate of project costs
Ability to manage a large number of appraisals and work well under pressure and tight deadlines
Ability to establish and maintain effective working relationships with other employees and the public
Proficient in using Microsoft Office products.
Preferred Qualifications:
Prefer a bachelor’s degree and a minimum of seven (7) years related experience in right of way and real estate appraisal work, including four years in a supervisory capacity.
Minimum Qualifications:
Associates Degree and ten (10) years related appraisal experience, or a Bachelor’s Degree and seven (7) years related appraisal experience. Requires certification as a N.C. State General Appraiser.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
