Job Description Summary

The Manager - Grants and Institutional Compliance provides leadership for the College’s grant development and administration functions and oversees key institutional compliance processes, including Perkins grant planning, Affirmative Action processes, and Institutional Review Board (IRB) administration.

This position ensures the integration of external funding strategy with federal and state compliance requirements, including those associated with the Carl D. Perkins Act, Affirmative Action planning, and related Office for Civil Rights (OCR) expectations. The Manager leads the development, submission, and management of grants while also ensuring that compliance-related processes are effectively planned, executed, and aligned across the institution.

The role is accountable for successful grant outcomes and for driving the planning and execution of compliance-related processes in partnership with Human Resources, Access and Community Engagement, Student Services, and Institutional Compliance Reporting. While compliance ownership is distributed across functional areas, this position is responsible for ensuring that processes are coordinated, timely, and aligned with institutional priorities.

Job Description

Essential Functions and Responsibilities

The following duties are primarily performed and are essential for this position.  Employees are expected to be able to perform each of these job duties satisfactorily to be qualified for the position.  Other duties may be required and assigned. 

Grants Strategy, Development, and Administration

  • Lead the full lifecycle of grant development, including research, opportunity identification, proposal development, writing, submission, and post-award reporting and monitoring.
  • Interpret funding guidelines and ensure proposals align with grant requirements, institutional priorities, and strategic objectives.
  • Convene and lead cross-functional grant proposal teams as needed for each grant.
  • Coordinate development of grant budgets in partnership with appropriate college teams and ensure compliance with fiscal and funding requirements.
  • Maintain and oversee grant management systems, including proposal documentation, award tracking, and reporting processes.
  • Coordinate and prepare the monthly and annual grant reports to the Board of Trustees for review by the Director of the department.
  • Manage relationships with funding agencies and external partners and represent the College in grant-related collaborations and initiatives.
  • Collaborate cross-functionally with all levels of College staff on the formulation of both the written document and grant budget for the final submission and post-award compliance. Coordinate proposal team formation of principal investigators (PIs) and collaborators; support proposal and budget development and writing; write and edit proposal narratives; create and submit proposal materials; and serve as liaison for staff during pre- and post-award periods.

Perkins Grant Planning and Management

  • Lead the planning, development, and submission of the College’s Perkins grant, including coordination of timelines, requirements, and deliverables.
  • Ensure alignment of the Perkins plan with the Comprehensive Local Needs Assessment (CLNA) and College strategic priorities.
  • Collaborate with Student Services and other responsible units to integrate program activities and required outcomes into the Perkins plan.
  • Provide grant writing, documentation, and submission support for Perkins-related activities.
  • Monitor timelines and submission requirements to ensure timely and compliant completion of all Perkins deliverables.
  • Identify risks related to timeline, data availability, or required inputs and escalate as appropriate.

Affirmative Action and Civil Rights Compliance Processes

  • Lead the planning, coordination, and execution of the College’s Affirmative Action planning and reporting processes.
  • Establish timelines, facilitate cross-functional engagement, and ensure completion of required deliverables.
  • Collaborate with Human Resources and Access and Community Engagement to support development and implementation of Affirmative Action plans.
  • Support alignment of institutional practices with applicable civil rights compliance expectations, including those associated with the Office for Civil Rights (OCR).
  • Utilize institutional data provided by Institutional Compliance Reporting to inform planning, monitor progress, and identify areas for improvement.
  • Identify risks, delays, or gaps in process execution and escalate to Vice President of College Strategy, Effectiveness, and Institutional Intelligence.

Institutional Review Board (IRB) Administration

  • Oversee the administration and coordination of Institutional Review Board (IRB) processes and research requests.
  • Manage intake, documentation, review workflows, and communication with applicants and review bodies.
  • Ensure adherence to established IRB procedures and documentation standards.
  • Maintain accurate records of research requests and determinations.
  • Establish timelines, facilitate cross-functional engagement, and ensure completion of required deliverables.

Compliance Process Execution and Institutional Alignment

  • Lead assigned compliance-related processes to ensure timely completion of required activities and deliverables.
  • Coordinate and prepare annual College Environmental Scanning reports.
  • Coordinate with Institutional Compliance Reporting to obtain and apply required data for grants and compliance activities.
  • Ensure alignment between grant activities, Perkins planning, and institutional priorities.
  • Monitor progress across multiple concurrent workstreams and adjust timelines or escalate conflicts as needed.
  • Maintain visibility of key deadlines, regulatory requirements, and deliverables across areas of responsibility.

​Accountability and Decision-Making Authority

  • Accountable for the successful development, submission, and administration of grants.
  • Accountable for the planning, coordination, and timely execution of Perkins and Affirmative Action processes.
  • Responsible for identifying, managing, and escalating risks related to timelines, deliverables, and compliance requirements.
  • Grants deadlines and requirements are prioritized; conflicts involving compliance processes are elevated to Vice President of College Strategy, Effectiveness, and Institutional Intelligence for resolution.

Minimum Qualifications

Education and/or Experience Requirements:

  • Bachelor’s degree in Education Administration, Public Administration, Business Administration or related field; Master’s degree preferred.
  • Five years of related experience.
  • Experience in grant planning, writing, and related technical/report generation systems.
  • Knowledge of the WTCS grants process and Workday system is desirable.

Licenses, Certifications, and Other Requirements:

  • Human Subject Research Certification.

  • Work will be completed in a hybrid environment, both in person at the Appleton campus and virtually.
  • Work is typically performed in a shared workspace setting.

Physical Requirements

  • Sitting: This role requires extended periods of sitting while performing tasks and utilizing computer systems.
  • Mobility: While much of the work is desk-based, occasional mobility may be necessary for attending meetings, office tours, or events within the workplace.
  • Repetitive Motions: Capacity to perform repetitive motions, such as typing, without discomfort or injury.
  • Communication: Clear verbal and written communication skills are essential for interacting with employees, candidates, and stakeholders, both in-person and through electronic means.
  • Travel: May be required for state meetings and professional development.

Additional Information

Starting Range: $79,500 - $93,500 per year. 
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data.  
Note: Internal applicants' wage will be based upon the applicable compensation guidelines.
