About the Position

The Deputy Chief Information Officer – ITC provides strategic leadership and oversight for the technology operations supporting the Information Technology Center stakeholders, which includes MCDOT, Flood Control, Real Estate, Animal Care and Control, and Equipment Services. It serves as a member of the Enterprise Technology and Innovation leadership team and acts on behalf of the Maricopa County CIO. This position is responsible for directing enterprise IT initiatives, infrastructure, cybersecurity, software development, budget development, budget oversight, capital planning, contract management, and operational support services to ensure secure, reliable, and scalable technology solutions. The role collaborates with executive leadership, County technology partners, vendors, and stakeholders to support mission-critical operations while driving innovation, operational efficiency, and long-term technology planning. This is a highly visible leadership role supporting complex technology environments within a fast-paced public sector organization.

We Require

  • Eight years of experience related to the area of assignment

  • Two years of IT management experience

  • Bachelor’s degree in Computer Science, Information Technology, or a closely related field

  • A combination of post-secondary education and/or job-related experience may substitute for the required experience on a year-for-year basis.

  • Master’s degree in Computer Science, Business Administration, or a related field

  • Experience supporting transportation operations

  • Experience leading enterprise IT modernization initiatives

Job Contributions

  • Provides strategic leadership and oversight for enterprise information technology operations supporting Information Technology Center stakeholders’ business functions, including infrastructure, cybersecurity, software development, and operational support services.Develops and implements technology strategies, roadmaps, policies, and operational standards to support secure, scalable, and reliable technology environments

  • Leads and oversees enterprise IT projects, system implementations, modernization initiatives, and operational priorities to ensure alignment with organizational goals and business needs.

  • Collaborates with executive leadership and operates as a unified team.  Also collaborates with County technology partners, vendors, and stakeholders to support mission-critical operations and strategic technology initiatives.

  • Directs the development, maintenance, and support of enterprise applications, databases, servers, cloud technologies, and network infrastructure.

  • Ensures compliance with cybersecurity standards, information security best practices, disaster recovery requirements, and continuity of operations planning.

  • Develops applicable standards, procedures, and governance processes.

  • Provides leadership, mentorship, and performance management for staff, including workforce planning, hiring, training, and professional development.

  • Monitors operational performance, resource utilization, and technology capacity needs while identifying opportunities for process improvement and operational efficiencies.

  • Develops and manages operating and capital technology budgets, vendor contracts, and procurement activities.

Working Conditions

  • Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
