The Construction Inspection Division (CID) inspects the installation of materials and equipment on SCA projects to verify that the contractors install these systems as per the SCA plans, specifications and relevant codes.

CID is organized into units as follows: Plumbing, Fire Suppression, Boiler/Fuel Burning Inspection Unit; Electrical and Heating, Ventilating, and Air Conditioning (HVAC) Unit; Roofing, Masonry and Sheet metal Inspection Unit; and the Civil, Architectural, Window and Door Inspection Unit. CID works closely with Architecture & Engineering (A&E), Construction Management and Building Code Compliance to ensure that the SCA receives a quality product.

Job Description Summary

The Managing Inspector (Roofing, Masonry, Civil, Architectural Unit) provides leadership, supervision, and technical expertise for code mandated and owner required inspections on school construction projects. This role oversees inspection activities across multiple disciplines to ensure compliance with contract documents, applicable codes, and Authority standards, and is responsible for reviewing and resolving complex engineering and architectural quality assurance issues throughout all phases of construction.

Job Description

Responsibilities include:

  • Recommends, develops, and implements policies and procedures for inspection and testing of roofing, masonry, civil, architectural, window, and door work on school construction projects.

  • Develops and coordinates staff efforts to create, operate, and supervise record keeping systems that document and track inspections and testing activities.

  • Establishes and maintains clear methodologies for updating Project Officers on code mandated and contractual inspection and testing requirements.

  • Leads and oversees quality assurance and inspection teams conducting site visits at various stages of project development, ensuring work complies with contract documents, referenced standards, building codes, and industry best practices.

  • Develops, delivers, and evaluates training programs for contractor quality control and proper inspection techniques for designated staff.

  • Participates in defining tasks, performance standards, and evaluation criteria for inspection staff; provide ongoing performance feedback and coaching.

  • Participates in establishing selection criteria for private Special Inspection firms; monitor and evaluate their performance to ensure compliance with contractual and regulatory requirements.

  • Reviews initial submissions of contractors’ and Project Officers’ quality assurance plans and recommend revisions to Project Officers to strengthen quality and compliance.

  • Formulates and recommends revisions to Construction Management procedures, incorporating input from relevant Authority personnel, for review and approval.

  • Recommends new or enhanced policies, procedures, and work practices to improve operational efficiency, effectiveness, and consistency.

  • Contributes to the development of handbooks, manuals, and standard operating procedures for use by staff within the assigned department/division.

  • Assists in creating, analyzing, and presenting executive level reports and dashboards that summarize inspection, testing, and quality trends.

  • Evaluates and revises forms, templates, and reports prepared by staff to simplify, standardize, and streamline documentation and reporting processes.

  • Plans, assigns, monitors, and reviews the work of inspectors across various disciplines; provide input and recommendations regarding recruitment, hiring, promotion, reassignment, and discipline.

  • Performs related duties as required to support the Authority’s construction, inspection, and quality assurance objectives.

Preferred License:

  • Possession of a valid NYS Professional Engineer (P.E.) or Registered Architect (R.A.) license strongly preferred.

Salary Range: $91,193 - $155,274

Work Experience

Six years of full time progressively responsible construction experience and/or performing inspections in civil, electrical, heating (ventilation and air conditioning), plumbing and drainage; or quality assurance; three years in an administrative or supervisory capacity in one of the technical areas specified above or a satisfactory combination of education and experience.
