A day in the life

Prologis is seeking a Director, Development Services & Entitlements to manage site feasibility, site planning, due diligence, and public approvals for development projects in the Dallas, Houston, and Chicago markets. This role helps advance development opportunities by identifying entitlement and pre-development risks early, aligning project strategy with zoning and agency requirements, and keeping approval processes on schedule. The Director partners with internal development, legal, government affairs, construction, and leadership stakeholders, as well as external consultants, municipal staff, elected officials, and community stakeholders. The role reports to the VP, Development Management – Entitlements Central Region and represents Prologis in jurisdictional meetings, public hearings, and community engagements.

Key responsibilities include:

  • Lead project-specific due diligence in coordination with internal teams and external consultants, including environmental, geotechnical, utility, traffic, right-of-way, natural and cultural resource, off-site improvement, and development fee considerations.
  • Evaluate acquisition and pre-development risks, synthesize findings into actionable recommendations, and support decisions related to land strategy and capital allocation.
  • Conduct site feasibility analyses and prepare conceptual AutoCAD site plans to evaluate yield, functionality, circulation, grading, stormwater compliance, zoning requirements, design standards, and development constraints.
  • Develop and execute entitlement strategies to secure zoning approvals, permits, and agency clearances required for construction commencement.
  • Direct consultant teams and legal counsel through planning, design review, DEP, DOT, and other jurisdictional approval processes, including application preparation, submittals, review cycles, and conditions of approval.
  • Serve as a primary liaison to municipal staff, elected officials, community stakeholders, trade associations, and key influencers in partnership with Government Affairs.
  • Track and communicate entitlement status, key risks, schedule impacts, and pre-construction handoff needs to internal stakeholders and leadership across multiple concurrent projects.

Building blocks for success

Required:

  • 7+ years of experience in civil engineering, architecture, development, construction management, or a related industry.
  • Experience with site planning, entitlements, permitting, and development documentation.
  • Experience managing zoning and entitlement processes with local regulatory agencies.
  • Ability to lead internal and external project teams, consultants, customers, and stakeholders through complex approval processes.
  • Ability to negotiate, influence, and build relationships in new or unfamiliar jurisdictions.
  • Proficiency in AutoCAD.
  • Ability to travel up to 25%–40% of the time.

Preferred:

  • Bachelor’s degree in engineering, architecture, construction management, or a related field, or equivalent experience.
  • Professional engineer or architect license.
  • Experience managing development and pre-construction processes for industrial, infill, data center, mixed-use, or life sciences projects.
  • Established professional relationships within the Dallas, Houston, or Chicago regulatory environment.
  • Demonstrates willingness and capability to leverage emerging technology, automation, and AI tools to improve efficiency, quality, and speed. Exercises sound judgment, creative thinking, and accountability for outcomes.

Hiring Salary Range of:

$151,000 – $189,000. Salary and whole compensation package (bonus target & LTI (Long Term Incentives) to be determined by the candidate’s location, education, experience, knowledge, skills, and abilities, as well as internal equity and alignment with market data.
