Primary Job Responsibilities

  • Lead the entitlement strategy and planning execution for multiple large-scale land development projects, ensuring timely approvals of rezonings, site plans, construction drawings, plats, permits, and improvement plans across diverse jurisdictions.
  • Oversee due diligence, feasibility analysis, value engineering, and entitlement budgeting for all active and prospective projects, ensuring alignment with financial and operational goals.
  • Direct cross-functional collaboration with Land Acquisition, Development, Legal, and Operations teams to ensure seamless project transitions and alignment with master plan objectives.
  • Serve as the primary liaison with municipalities, regulatory agencies, and community stakeholders, advocating for project approvals and resolving entitlement challenges.
  • Review and negotiate Purchase Agreements and joint development agreements, ensuring entitlement-related terms are clearly defined and executed.
  • Manage and mentor a team of planning and entitlement professionals, fostering a culture of accountability, innovation, and professional growth.
  • Oversee compliance with all permitting and regulatory documentation, including SWPPP, NOI, NOT, and other jurisdictional requirements.
  • Lead HOA strategy and governance activities for assigned communities, ensuring alignment with long-term operational and community goals.
  • Monitor regional planning trends, zoning changes, and policy developments to proactively position the company for future growth opportunities.
  • Perform other duties as assigned.

Knowledge & Experience: 

  • Requires broad management and leadership knowledge to lead project or program teams in one department/area.
  • Typically has advanced knowledge and skills within a specific technical or professional discipline with broad understanding of other areas within the department.
  • Typically requires a University degree or equivalent experience and minimum 6-8 years prior relevant experience.

  • Multi-tasking a plus

Required Licensing, Registration and/or Certifications

  • Valid Driver’s License because driving is an essential function of this position.
  • Professional Engineer license preferred
