The Procurement and Proposal Management (PPM) team is an integrated shared service organization dedicated to coordinating proposal responses to formal government, corporate, and law firm solicitations (e.g., RFPs, RFIs) for the U.S. and U.K. and European markets, as well as to responding to customer inquiries such as forms, certifications, and disclosures. Our work environment is collaborative, flexible, fast-paced, and deadline driven. We are currently seeking a Proposal Specialist Lead to join our PPM team.
The Proposal Specialist Lead is a hybrid leadership and individual contributor role responsible for both managing and developing proposal resources and directly contributing to bid execution. This position will oversee day-to-day proposal support activities, coach and mentor team members, help manage workflow and project assignments, and personally support formal solicitations by leading or assisting with response development, repository use, and customer-facing deliverables. We are looking for an individual who can balance people leadership with execution, adapt quickly to changing requirements, and maintain high standards for quality, responsiveness, and compliance. The ideal candidate will be able to work independently and collaboratively with integrity, support team development, and contribute directly to bids while helping the team meet challenging deadlines and continuously improve.
About the Role
In this opportunity as a Proposal Specialist Lead, you will:
Work closely with the Manager, Proposal Resources to align on team priorities, workflow, development needs, and strategic support for proposal operations.
Coach, mentor, and cross-train Proposal Specialists and other proposal resources to help them successfully navigate assigned work and grow in their roles.
Understand requirements of formal Corporate solicitations (RFPs/RFQs/RFIs).
Collaborate with key internal partners (e.g., sales team, solutions consultants, legal, and other subject matter experts) to complete and respond to formal solicitations, including hosting kick-off calls and project touch-base calls through the life of an RFx opportunity.
Lead or support bids by using our proposal repository (Qvidian) and other resources to develop accurate, compliant, and customer-focused responses.
When necessary/applicable, write customer-facing responses to specific customer inquiries and assist with customer-requested forms, certifications, and disclosures related to a solicitation.
Support Proposal Specialists with specific project-related questions/issues as needed.
Serve as Site Lead for Manila-based Proposal Specialists to cultivate a strong team environment, maintain team morale, and work with the Manager of Proposal Resources to build strong team culture.
Leverage AI tools to streamline the RFx review process, support project management activities, and develop winning and compliant responses to our customers’ requirements, while maintaining human oversight to ensure compliance and mitigate risk.
Review proposal content and deliverables for comprehensiveness, accuracy, and responsiveness to requirements to help maximize proposal quality and competitiveness.
Work with the Knowledge Manager to help maintain and enhance our electronic repository of standard proposal content and question and answer pairs, which are used to efficiently respond to solicitations and other procurement processes.
Report on proposal activity to assist with team metrics.
Other Responsibilities:
Provide guidance on proposal best practices, response strategy, and project execution for complex or strategic solicitations.
Contribute to the ongoing development of best practices, training materials, guidebooks, and tools to effectively manage the ever-increasing volume of workflow.
Explore uses of generative AI tools to further streamline PPM processes, improve project communications with internal partners and external customers, and reduce or eliminate bottlenecks in RFx project management.
Evaluate proposal success rates to identify potential areas for process improvements to help ensure our proposals evolve and improve over time.
Support onboarding and training of new team members and assist with miscellaneous projects as needed.
About You
This position requires a combination of people leadership skills, professional writing experience, project management skills, technical aptitude, and an understanding of Thomson Reuters products. You're a fit for the role of Proposal Specialist Lead if you have the following required qualifications:
Bachelor’s degree (or international equivalent) required.
Minimum of three years of proposal experience, especially in response to formal solicitations for government, corporate, or law firm customers.
Previous experience leading, coaching, mentoring, or managing team members in a proposal or related business environment.
Superior English written and verbal communication skills.
Excellent organizational and interpersonal skills.
Strong editing skills and attention to detail.
Proven project management skills, including ability to identify, separate, and delegate tasks and prioritize them in relation to the overall proposal production activity and deadlines.
Must take ownership of projects and work to complete projects accurately and on time.
Ability to work under pressure to manage multiple priorities, often with competing and tight deadlines.
Strong technical aptitude and analytical skills; ability to learn new products/technologies quickly.
Ability to identify process improvements and/or gaps and escalate opportunities for improvement.
Demonstrated soft skills, including the ability to effectively interact, communicate, and work well as a team member and leader with internal partners at all levels of the organization.
Expert knowledge of the Microsoft Office Suite, particularly Microsoft Excel and Microsoft Word.
Must possess a high level of integrity and professionalism.
Nice to Have:
Three or more years of management or team-lead experience related to proposal management.
Experience with proposal writing for complex or strategic solicitations.
Membership in a professional proposal organization such as the Association of Proposal Management Professionals (APMP).
Experience with proposal management software (e.g., Qvidian, Loopio).
