Bylaw and Animal Control Officer - 039-2026

ABOUT THE ROLE

Let’s work together to keep our community safe! The Fort McKay First Nation is seeking a motivated individual who is flexible and works well in a team environment to fill the permanent full-time position of Bylaw Officer. The Bylaw Officer contributes to the effective operation of the Fort McKay Community Protective Services program, primarily through identifying, investigating, mediating, and resolving bylaw violations according to enforcement policies adopted by FMFN Chief and Council. FMFN Bylaw Officers help protect our community, residents and the Nation’s lands and property. They provide proactive safety education and ensure compliance with our bylaws and legislation. This is a permanent full-time position, located in Fort McKay, AB.

KEY RESPONSIBILITIES 

• Responds to public inquiries and investigates complaints of possible bylaw violations; gathers evidence and follows up on received complaints; carries out patrols; educates and issues warnings, violation tickets and orders when appropriate.
• Conducts animal control duties such as patrolling for, apprehending, and kenneling lost, surrendered, or aggressive animals. Provide basic care for animals in the care of the Fort McKay First Nation (i.e., food, water, shelter).
• Issues animal registrations for community members and maintains active registration ledger.
• Performs field inspections for various departments regarding issues such as unsightly premises, dog violations, land use and zoning infractions, burning regulations, derelict vehicles, noise, garbage, parking, and traffic violations in accordance with Fort McKay First Nation Bylaws.
• Maintains electronic documentation (written and photographic) and files on each activity ensuring that all paperwork necessary for effective bylaw enforcement is completed within stipulated timelines; drafts correspondence to public and other agencies; attends court hearings as required as a witness and presents evidence to various levels of courts in Alberta; hand delivers trespass notices and summons to attend court.
• Liaises with various government agencies and the RCMP, ensuring affected parties are aware of issues falling within their jurisdiction.
• Deals with confidential and sensitive information in accordance with First Nation policies, procedures, and best practice standards.
• At times, assists Park Rangers and Park Ranger Peace Officers with projects or tasks. This will be arranged by the Parks team lead and the Sergeant of Protective Services.
• Provides for the basic maintenance and cleanliness of work vehicle.
• Wears issued officer protective equipment and keeps uniform in a neat and tidy appearance.
• Controls a wide variety of potentially dangerous animals, utilizing such equipment as tranquilizer guns, shotguns, choker poles, leashes, and traps.

• Carry and use officer protective equipment in accordance with the Fort McKay First Nation Bylaw Enforcement Officer Bylaw.
• Manage and properly maintain animal kennels.

• Performs other related duties, as required.

Kennels: (Animal Control Officer)

Managing and properly maintaining animal kennels involves several key responsibilities to ensure the well-being of the animals housed there. Here are some duties typically associated with this role:

• Cleaning and Sanitizing: Regularly clean kennels, including removing waste, replacing bedding, and disinfecting surfaces to maintain a clean and hygienic environment.
• Feeding and Watering: Ensure animals have access to fresh food and water according to their dietary needs and schedules.
• Monitoring Health: Keep an eye on the animals' health and behavior, noting any changes or concerns. Report any health issues to veterinary staff or supervisors.
• Exercise and Enrichment: Provide opportunities for exercise and mental stimulation through playtime, walks, or enrichment activities.
• Record Keeping: Maintain accurate records of each animal's feeding schedules, medications (if applicable), health observations, and any other pertinent information.
• Safety and Security: Ensure kennel doors and gates are secure at all times to prevent escapes. Follow safety protocols when handling animals to minimize risk of injury.

Self-Development:

• Continually refine and enhance professional skills by attending courses, seminars or other functions as schedules and budgets permit.
• Maintain all licenses, permits or other professional designations as required by your current duties.

KEY REQUIREMENTS 

• Completion of Grade 12 or recognized equivalent, supplemented with a Bylaw Enforcement and Investigative Skills course.
• A policing leadership diploma is an asset.

• Must be willing and able to attain Community Peace Officer II (CPO II) appointment through the Alberta Solicitor General within one (1) year from the hire date into this position.

• For future succession opportunities, must be able to pass a Physical Abilities Requirement Evaluation (PARE) Test within six (6) months of hire.
• An animal behaviour and handling course would be an asset.
• One (1) year of experience in a law enforcement, security, bylaw, or animal control capacity.
• Experience working in a First Nations community including knowledge of Cree and Dene culture, traditions and values is a definite asset
• Clean Criminal Record Check with vulnerable sector required
• Valid class 5 Driver’s License & Clean Driver’s Abstract required
• Successful candidate will be required to live in (or relocate to) Fort McMurray, Alberta
