About this role

SUMMARY

The Water/Wastewater Utility Manager is responsible for the daily operation, maintenance, regulatory compliance, staff supervision, process control, reporting, and infrastructure stewardship of the Prairie Island Indian Community water and wastewater utility systems. The Water/Wastewater Utility Manager is skilled in the operations and maintenance of water and wastewater treatment and in laboratory testing of same. Manager is responsible for the daily operation and maintenance of the Water and Wastewater Department.

 

ESSENTIAL DUTIES AND RESPONSIBLITIES:

The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs.

  • Hire, schedule, train, coach, and evaluate staff and conduct performance reviews
  • Promote professionalism, accountability, teamwork, and respectful workplace conduct.
  • Direct daily work activities and inspect completed work for conformance to standards
  • Develop an annual budget, and maintain controls on financials, including labor costs, to maximize efficiency and effectiveness of operations
  • Implement policies, procedures and processes for enhanced day-to-day operations of department in alignment with strategic plan
  • Manage the daily operations of PIIC Class “C” water plant and Class “A” Wastewater Plant
  • Maintain filing and reporting system of all activities in the Water/Wastewater Department
  • Supervise all lab tests conducted at the water and wastewater plants
  • Prepare reports as requested and attends Tribal Council meetings as requested
  • Prepare and submit monthly and annual reports to the Environmental Protection Agency (EPA) as required
  • Maintains, inspects and oversees the operation of the tribal utility’s collection and distribution system
  • Coordinate with outside agencies to ensure satisfactory work performance on any projects as required by Tribal Council
  • Maintain Wastewater pond as needed; includes repairs or fixes as necessary and keeps berm mowed and fence line clean
  • Perform routine maintenance on water and wastewater equipment
  • Maintains written records on same on a weekly, monthly, quarterly, semi-annual and annual basis of all regulatory requirements
  • Monitor and maintain SCADA systems, telemetry systems, and operational controls.
  • Schedule routine and special maintenance for all vehicles and mowers and the department must perform those tasks that do not require specialized expertise
  • Coordinate contractors, engineers, vendors, consultants, and regulatory agencies on utility-related projects
  • Assist the Director with infrastructure planning, capital improvement planning, and long-term asset replacement forecasting.
  • Respond to any water or wastewater complaints and reports; including homes on tribal land
  • Grant administration
  • Other duties assigned

 

MINIMUM QUALIFICATIONS:

  • Associates degree in Water/Wastewater and minimum six (6) years of water/wastewater experience or equivalent combination of education/experience
  • Class A Wastewater license
  • Class C Water license
  • Type 4 Biosolids license
  • Excellent written and verbal communication skills
  • Proficiency in using a computer and common computer software programs (e.g., Microsoft Word, Excel, Outlook, PowerPoint and Teams)
  • Strong experience with computer applications, including Scada
  • Knowledge of GIS & GPS
  • Knowledge of Mechanical, hydraulic and electrical systems
  • Ability to manage departmental budget and control labor costs
  • Ability to work independently and effectively with minimal supervision
  • Ability to work well within the existing team and government structure
  • Sensitive to Native American Culture
  • Must pass drug screen (UA) and a criminal background check
  • Valid driver’s license and proof of insurability

 

PREFERRED QUALIFICATIONS

  • Commercial Driver’s license (CDL)
  • Ten (10) years of water/wastewater experience
  • Familiarity and experience with utility water/wastewater projects


PHYSICAL DEMANDS*

  • Must have the ability to lift and carry up to 50 pounds
  • Must have ability to operate water and wastewater equipment, tools, and trucks
  • Must be able to lift and carry chemicals and tools, shovel snow and dig, mobe and demobe from jobs.
  • Must be able to walk, stand or sit for long periods throughout the day
  • Must be able to push, pull and grasp objects routinely
  • Must be able to bend and crouch frequently
  • Ability to work in extreme temperatures and weather conditions
  • Ability to respond to emergency utility situations outside normal business hours


REQUIRED TRAINING:

  • Harassment training
  • Any position-related training as determined by Tribal Administration



WORKING ENVIRONMENT:

  • Work is performed primarily in an office setting and outdoors and may include exposure to extreme weather conditions
  • Work is regularly performed in confined spaces
